Gwadar Port not working on commercial lines: FPCCI

KARACHI: Gwadar Port, the third of its kind in Pakistan declared functional in 2004, has not yet started working on commercial basis, said the FPCCI President, Sultan Ahmed Chawla.

In a statement, Chawla demanded that the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) should be taken into confidence about the progress and development of the port and the project should be fully activated in the real sense.

A master plan prepared for the development of Gwadar was approved in March 2004. The western portion, which is away from the port, was reserved for the development of residential areas while the eastern portion was marked for the establishment of industries and warehouses.

Several projects had been planned for the provision of infrastructure, which included a 950km railway and 900km motorway to link with the railway and highway systems of the country.

However, “The port is still not contributing its share towards economic development. This is because all these expected benefits remain in files and there is nothing on the ground so far in and around Gwadar to facilitate such activities,” Chawla said.

He said a nearly 750km coastal road from Karachi to Jiwani near the Iranian border had been in operation for some time. But a 200km branch road which would link the coastal road to the Indus Highway at Ratto-Dera was still not developed.

Referring to a fact-finding report of the FPCCI research team, he said there were no internal roads, water, gas and communication services for the newly built township and industrial zone.

“There are not even any warehouses or cold storages in the area.” He said no significant progress had been made for the development of commercial and residential areas, with no labour amenities for accommodating thousands of workers to be employed on a functional seaport.

He further added that the Gwadar Port project was given to a Singapore-based company for efficient development and attracting foreign investment.

Lahore Development Authority takes over 82 kanals in Venus Housing Scheme

FOLLOWING the complaints of incomplete development by builders, Lahore Development Authority (LDA) on Tuesday took over 50 mortgaged plots measuring 82 kanals in Venus Housing Scheme.

The LDA officials said these plots were as guaranties with the Authority for completing development works in this private residential scheme about five kilometres from Lahore General Hospital at Ferozepur Road.

They said the builder has also sold these plots and was not completing the development work in the scheme, which was established in 1982.

They said the physical infrastructure including construction of roads, water supply, sewerage and electricity had not been accomplished so far, which caused inconvenience to the local residents. Despite repeated written assurances, the developer had failed in executing development works as initially promised by him 27 years ago.

LDA intends to provide basic amenities of life to the residents. It had planned to complete roads network and the unfinished development works in the area. The cost of these works would be recovered by auctioning the mortgaged plots.

Lahore: Property tax on tenants, case hearing adjourned until October 5

Lahore High Court (LHC) judge Ummar Atta Bandial on Tuesday adjourned the hearing of a property tax case filed by the shop-keepers of Sarjit Building, Lakshmi Chowk, Lahore, untill October 5.

While arguing, the petitioner’s counsel, Azhar Siddique, said the shop-keepers were facing financial loss, after their shops were sealed by the Punjab Property Tax Department. He pleaded why the shop-keepers should pay Rs 4 million as property tax for the whole of the building as liability of paying property tax lied with the owner only.

The counsel further pleaded that issue of ownership of the property was still not decided, for the shop-keepers would be given permission to pay their taxes temporarily as it was an uphill task to determine amount of tax immediately.

After hearing the arguments, the court said that there would be no bar on them regarding opening of their shops if they paid their shares of the property tax. The court also directed the officials of the Property Tax Department to let them open their shops if they pay their taxes. The court also directed the Property Tax Department to appear before the court along with the record on October 5, Monday.

Earlier, the counsel filed a constitutional petition in which he challenged Section 5-A of the Punjab Immovable Property Tax Act, 1958, dubbing it as unconstitutional and observing that assessment based by applying above provision was not only illegal but unconstitutional as well.

The petitioners in the instant writ petition were Fareeed-ud-din Nasir and five others, whereas the Government of Punjab through Secretary Excise, Director General Excise and Taxation and Excise and Taxation Officer were the respondents in the petition.

The counsel of petitioners, Mohammad Azhar Siddique, challenged sealing of their shops besides Section 5-A of the Property Tax Act 1958. The petitioners were possessing shops No 1,2,3,7 and 8 located in Sarjit Building, Lakshmi Chowk, Lahore and they were given possession of the respective shops following Compensation and Rehabilitation of Displaced Person Act, 1958 through an Evacuee Trust case at Settlement Department. The petitioners were of the view that the dispute of their ownership was still in litigation in the courts.

The petitioners contended that until the case of their ownership was settled, the Punjab government owned these shops and the said property was exempted of property tax under Section 4 of Punjab Immovable Property Tax. The petitioners were of the view that their businesses had been closed without any notification or assessment, and both the acts were against their rights according to Articles 18 and 19 of the Constitution.

The petition further stated that the petitioners were sent notice of property tax worth Rs 40,00,000 while Property Tax Act stated in Section 3 (6) that property tax could be imposed only on the owners of lands and properties.

Islamabad: CDA told to monitor housing societies

ISLAMABAD: Senate Standing Committee on Cabinet Secretariat on Tuesday directed Capital Development Authority (CDA) to ensure proper monitoring of the housing societies operating in various zones of the city.

The committee met here at the Parliament House under chairmanship of Senator Shahid Hassan Bugti. It expressed concern over slow pace and poor quality of development work being carried out by these housing societies.

“CDA cannot absolve itself of the responsibility in this regard. It should keep a vigilant eye on these societies. Poor and innocent people have invested billions of rupees on a hope to construct a house,” observed the chair.

The committee instructed the CDA to ensure that development work was carried out in accordance with approved layout plan and engineering designs and each and every stage of work was being monitored.

The matter regarding housing societies was referred to the committee by the Senate. The committee also directed the authority to submit with it all record relevant to these societies in its next meeting.

However, when contacted, Senator Talha Mehmood, who raised the issue in the Senate, expressed dissatisfaction over CDA replies to the parliamentary body and vowed to continue pursuing the case to meet its logical end.

Zero Point Overhead Bridge: The committee also looked into the matter of award of contract of Zero Point Overhead Bridge to a blacklisted firm as referred to by the Senate. Senior officials of the CDA informed the committee that the contract was given to M/s ECIL in December 2006 nearly about one year before the collapse of Sher Shah Bridge in Karachi and all necessary formalities were completed in this regard.

Punjab, Chinese firm to cooperate in Lahore Ring Road & Pindi Expressway projects

THE Punjab government and the China State Construction and Engineering Company (CSCEC) have decided to cooperate in the Lahore Ring Road and Rawalpindi Expressway projects and a team of Chinese company will visit the provincial metropolis on October 15 to settle details in this regard.

The company will also complete its ongoing project of the Software Park on the Ferozepur Road within a time frame.This was decided in a meeting between Chief Minister Mian Shahbaz Sharif and a delegation of the CSCEC, led by its vice-president and representative in Pakistan, Ye Wenquan, at the Chief Minister’s Secretariat on Sunday. Speaking on the occasion, Mr Shahbaz said Pakistan and China had strong ties and the latter had played a commendable role in the progress and development of the former. He said there was a wide scope of foreign investment and cooperation in various sectors in Punjab and China was already extending cooperation in this regard. He said the Punjab government was implementing a comprehensive programme for the rapid development and uplift of the masses while special attention was being paid to the infrastructure development.

The chief minister said that the Lahore Ring Road and the Rawalpindi Expressway project were vital to the development of the province and he had signed an agreement with the Chinese company during his visit to China. He said the implementation of the projects would not only result in better communication facilities for the masses but would also leave a positive impact on the provincial economy. He said the company should complete the ongoing project of the Software Park on the Ferozepur Road as early as possible as the project had already been delayed due to inept planning of the former rulers and the present government had to bear an additional expenditure of one billion rupees due to the delay. He said a special committee headed by the additional chief secretary had also been constituted to take immediate measures for removing hurdles in the completion of the project. He said the company should also extend cooperation for converting the Software Park into an information technology park.

CSCEC Vice-President Ye Wenquan assured the CM that his company would complete the Software Park within the stipulated period while a special team would visit Lahore in the second week of October to settle details regarding the construction of the Lahore Ring Road and Rawalpindi Expressway projects. The additional chief secretary, secretaries Finance, Information Technology, Communication and Works, commissioner Lahore Division and vice-chairman Investment Board were also present.
