PM directs NHA to resume work on Lowari Tunnel
LAHORE, Nov 21 (APP): Prime Minister Syed Yusuf Raza Gilani on Monday directed the Chairman National Highway Authority (NHA) to immediately resume work on Lowari Tunnel. He directed the Ministry of Finance and Planning Division to release funds worth Rs. two billion to NHA for this purpose, with Rs. one billion over and above the Public Sector Development Programme (PSDP). The tunnel is extremely important for the corridor to Asian Republics through Pakistan-Afghanistan-Tajikistan route besides providing great relief to people of the region, he added. The Prime Minister expressed these views while presiding over a high level meeting of Strategic Roads Project here, which was attended by Minister for Communications Dr. Arbab Alamgir, Deputy Chairman Planning Commission Dr. Nadeem ul Haq, Chairman NHA, Secretary Communications, Principal Secretary to the Prime Minister and other high officials of the relevant ministries.In the aftermath of Attaabad lake, the Prime Minister gave directions to NHA to start work on Attaabad lake by-pass without further delay as it would resume trade with China which is our major trading partner.
The completion of by-pass would also provide a great deal of convenience to people of the region who have to undergo a lot of discomfort in terms of money and time in absence of the by-pass, maintained the Prime Minister.
In anticipation of the submergence of some parts of the Karakoram Highway (KKH) during Bhasha Dam construction, the Prime Minister directed realignment of SAZIM to RAIKOT by-pass.
WAPDA was asked to release funds to NHA for commencement of work of 35km Shatial by-pass to facilitate movement of people during time of construction of Bhasha Dam.
Hassanabdal-Mansehra Expressway was long time demand of millions of people of the area. In view of this the Prime Minister directed NHA to make all arrangements as he would personally go for the ground breaking ceremony of the project in January next.
The Prime Minister was apprised that people have to suffer a lot due to poor state of conditions of bridges between Jaglot and Skardu. He directed Chairman NHA to complete five bridges on this road on priority basis so that people could travel with ease and comfort.
The road between Mansehra-Naran-Jalkhad and Chilas is extremely important as its completion would reduce the distance to Gilgit upto 110km besides providing alternate route to Islamabad.
The Prime Minister said that suspended work on the projects between Jalkhad and Babusar should be immediately resumed. The area has immense tourism potential because of breathtaking natural scenery, added the Prime Minister.
The Prime Minister also directed that work between Khadkucha to Sariyab and Janglepir Alizai on the Kallat-Quetta-Chaman road should be expedited and completed during the shortest possible time.
The Prime Minister directed NHA to pool its resources for completion of Gwadar-Turbat-Hoshab road on priority basis. He also directed that Khuzdar Rattodero road be completed on war footing because its completion would connect Balochistan, Sindh and Punjab provinces through Indus Highway and would reduce travel distance.
The Prime Minister said in the meeting that Jalalabad Torkham Additional Carriageway was Pakistan’s commitment to brotherly country of Afghanistan and it must be honoured at all costs.
It may be recalled that the work on project was suspended due to financial constraints.
The Prime Minister directed that the rest of the work must be taken up immediately and resources be found outside PSDP by the Ministry of Finance and Planning Division.
The Prime Minister directed that Torkham-Peshawar road be upgraded by NHA. For this purpose, resources be sought out from within their budgets, said the Prime Minister.
The Prime Minister appreciated the NHA for doing good job of undertaking futuristic road projects under the supervision of the new Chairman who has also been shedding its financial liabilities piled up in the past.

Development priorities: Road repair projects to be launched soon

LAHORE: The Traffic Engineering and Transport Planning Agency (TEPA) is to shelve major projects to build parking plazas and focus instead on smaller road repair and traffic management projects in the coming months.

The agency had designed a dozen or so parking plazas and some underpasses and flyovers around the city, but all big projects have been put on hold on the orders of the chief minister because of a lack of funds, TEPA officials said.

TEPA built the controversial parking plaza at the Liberty Roundabout which is currently the subject of a legal challenge by owners of nearby shops. It had announced plans to start construction of a plaza for motorcycle parking at Hall Road, but ran into delays because of difficulties in the transfer of Auqaf Department land for the structure.

Now, TEPA will focus on the repair of four major link roads: MM Alam Road, Model Town Link Road, Peco Road and LOS Cantt Drain Road (also known as Nalay Wali Sarak, stretching from LOS Stop on Ferozepur Road to Multan Road). Plans to repair the former two have been delayed several times.

The agency has also identified 25 junctions in Lahore which require alteration and rehabilitation, said officials. These points include the GT Road-Shalimar junction, GT Road-Sukh Nehar junction, GT Road-Cooperative Store junction, Alhamra junction on The Mall, Khayban-i-Jamia Punjab junction, China Chowk junction and Shabbir Usmani Road junction.

A TEPA official told The Tribune that there were no funds are available for the construction of parking plazas as all the money had been spent on the Kalma Chowk flyover and the ongoing Canal flyover on Ferozepur Road.

He said that the plan to repair roads would also cost around Rs1 billion. “The Punjab government will provide the money as the LDA [Lahore Development Authority] is in no position to pay,” he said. “They will definitely arrange for the funds as they think that these projects will be vote winners.”

TEPA Director for Traffic Engineering Asrar Saeed said the road repairs would begin as soon as the government provided funds.

He said that the junctions needed small repairs or alterations that would greatly improve traffic flow. “The project is more about traffic management than rehabilitation,” he added.

Saeed said that he could not say when or if the major infrastructure projects would be reactivated. “There is currently no money for them,” he said.

Shahbaz Sharif review the projects

Lahore : During a meeting while reviewing the various development projects in provincial metropolis on Sunday, he said that all out resources were being utilised for welfare of the masses and development projects.

He reviewed the under-construction Canal Road, Jallo Road, horticulture work in Jallo Park, fencing wall on Ring Road and remaining development work on the Multan Road. The chief minister said that transparency was the hallmark of the Punjab government and development projects of the government were proof of the fact. He said service to the masses was the mission of the PML-N and under the leadership of Nawaz Sharif, the agenda of public service was being implemented. Reviewing the pace of development projects, he said infrastructure was important for the promotion of economic activities and the development of any country and a comprehensive strategy was being implemented for infrastructure in the province. He said a network of flyovers, bridges and roads was being laid and that the policy of third-party audit was being implemented strictly in the all the projects so that the proper utilization of every penny of public money could be ensured.

Shahbaz said that steps were being taken on a priority basis for bringing the less-developed areas on a par with the developed areas. While inspecting the under-construction road from Canal to Jallo Park at Jallo, he issued directions for accelerating the pace of work on the road for the convenience of visitors to the park. During the inspection of horticulture work in the park, he also directed the authorities to plant the maximum trees for elimination of pollution. He said that with the completion of the project of widening of the Canal Road, not only the best traveling facilities would be available to the people but problems like traffic jam would also be controlled. He said that the pace of work on the Canal Road was satisfactory and it would be completed on time.

Inspecting the fencing wall on the Lahore Ring Road, he asked the authorities to complete the project within the stipulated period. He said the project of Multan Road was of vital and most of the work had been completed whereas the remaining development work was also being completed speedily. He said that besides best facilities to the masses, economic activities would also be promoted with the completion of the project. Later, addressing a meeting of party workers, Shahbaz said resources were ruthlessly looted in the name of development projects in the past and not a single project was completed on time during the era of the previous regime.

The CM said institutions had been ruined due to wrong policies of the inefficient and corrupt rulers. He said the country was passing through critical situation and every patriotic Pakistani would have to discharge his duty for the security and existence of the country and play his effective role for putting the country on the road to progress by getting rid of corrupt rulers.
