ISLAMABAD: The Pakistan Housing Authority (PHA), under the dynamic leadership of Federal Minister for Housing and Works Makhdoom Syed Faisal Saleh Hayat, has translated federal government officers’ dream of having their own home at retirement into reality as Prime Minister Yousaf Raza Gilani is performing the groundbreaking ceremony of Kurri Road Housing Scheme on February 9.

The Housing Scheme at Kurri Road envisages provision of house to the federal government officers from grade 20 and above on their retirement, which is first of its kind for the civilian officers all over the country. The scheme has been launched on the approval of Gilani to provide the housing unit on the lines of Pakistan Army Welfare Directorate Scheme for the officers of Federally Constituted Occupational Groups (20-22), as well as civilian officers of Inter-Services Intelligence, Intelligence Bureau, National Assembly, Senate Secretariat and Supreme Court of Pakistan.

Apart from successfully accomplishing the task of constructing housing units for low paid federal government employees on ownership basis as well as for the poor and needy segment of the society, PHA acquired 90.8 acres of land from CDA to construct housing units for federal government officers Housing Scheme at Kurri Road Zone IV. The Kurri Road Housing Scheme comprises of three categories (I, II and III) of housing units specified for grade 22, 21 and 20, respectively at a very reasonable price. To ensure world-class standards and professional excellence, PHA housing programme is perceived by the leading designers and is being implemented through the most renowned engineering consultants and construction companies of Pakistan.

The minister a few days back visited the site of PHA’s Kurri Road Housing Scheme and directed the contractor as well as PHA authorities to complete the basic infrastructure development in one month’s time so that the construction of houses could be launched by March this year.

He also instructed the authorities to never compromise on quality and the Housing Scheme should become a model for others to be followed. PHA’s Kurri Road Housing Scheme, said Hayat would be a ‘landmark project’ in the country setting new standards of perfection in real estate world.

The minister said, “Materialising the vision ‘House for All’, the Ministry of Housing and Works and PHA have formulated a multi-pronged strategy, which includes the low cost housing for the poor and needy as well as provision of affordable residential facilities to the government employees so that a government employ may own a residential flat or a house on retirement.” Hayat expressed satisfaction on learning that the Kurri Road Housing Scheme was attracting a large number of serving and retired federal government officers due to its ideal location and affordable price.

Talking to media persons at the site, Ministry of Housing and Works Secretary Kamran Lashari and PHA Managing Director Rasool Bux Phulpoto said that under the dynamic leadership of Hayat, PHA was striving hard to support the cities to generate economic growth and develop the integrated development strategies for narrowing the housing demand and supply for government employees and general public.

They said that PHA had embarked upon a comprehensive and feasible plan with the help of all stakeholders for the implementation of Prime Minister’s Housing Programme. “PHA is determined to actively play its role for the acquisition of land, housing finance, and subsidy to the housing industry and incentives to the developers and investors, the officers added.

The Housing Scheme will contain all civic amenities required for a modern community living by providing reasonable open spaces and green patches to ensure a green habitat conducive to our environmental conditions. The infrastructure services like water supply, sewerage and drainage, road network, electricity, gas, etc will be connected to the main grids of Islamabad city, in accordance with CDA’s development programme. The gated-housing-scheme will also have all facilities like parks, schools, community centre, health club, mosque, commercial building, graveyard etc.

All civilian officers who were and are in service on January 1, 2008 to December 31, 2013 and have submitted option forms with Islamabad as first preference city shall be eligible for the allotment of the housing unit on age-wise seniority basis in relevant category. However, it was decided by the board that the date might be opened to accommodate all federal government officers in the scheme after assessment of the initial response from the eligible members and subject to availability of land at Kurri Road.

Construction of Lahore Ring Road (Southern LOOP) Public Private Partnership Project

Government of Punjab is endeavoring to work towards rapid economic growth and development in the Province. Towards this goal, one of the priority areas of the Province is to create an enabling environment of public private Partnership in the Province for enhancing the scale of overall investment which in turn can trigger income and employment and secondly to usher greater efficiency in creation of goods and services and their management.

Towards this objective the Government of Punjab has laid down a PPP framework including Policy, institutional, financial and risk sharing mechanisms for facilitating a cohesive enabling environment through Punjab Public Private Partnership Act 2010.

Lahore Ring Road, the most strategic road for Lahore being major corridor around the city and a gate way to high level economic hub in this part of the province was undertaken by the government of the Punjab in 2006. total length of the ring is about 90-Kms out of which 40-Kms (Northern Loop) has been completed from own sources.
Lahore Ring Road Authority is now soliciting Expression of interest from well reputed National and International Firms/builders to undertake the remaining length of 50-Kms (Southern Loop), costing about Rs. 50 billion, on public private partnership (PPP) basis. Build-Lease-and Transfer (BOT-ANNUITY) or Build-Operate-Transfer (BOT-Toll) model or a combination of both.
The firms / developers will be responsible for detailed Engineering, Design Financing, Construction, Operation & Maintenance and Transfer of the project to the authority at the completion of concession period.
The firm can be single company or a consortium of entities that have or can bring together the different skills and resource required to successfully undertake the Project.
The detailed parameter of the project will be specified at the RFP stage. The EOI is to be delivered in a sealed envelope clearly marked
