Ghost ‘Education Housing Society/Education City Lahore’ Scandal

LAHORE . Court of Judicial Magistrate Zaffar Iqbal on Monday once again granted a four-day physical remand to Prof Dr Iftikhar Baig, the main accused in Rs 1 billion fraud case of a ghost housing society with the mane of Education Housing Society.

Anti-Corruption Inspector Rana Fawad produced a handcuffed Baig before the court where a large number of scandal victims were also present. After hearing both the sides and exchange of arguments, the judge gave orders of Dr Baig’s physical remand that will continue until March 23. The accused will be questioned with regards to the whereabouts of his accomplices.
The anti-corruption team had so far been unable to arrest any of the other accused persons, including wife of Dr Baig, who is also a member of the board of this so-called housing society.
The victims include Muhammad Younis Chisti, Raja Abbas Ali, Muzaffar Ali, Muhammad Sajjad Akhtar, Prof Rubina Attique, Munawar Ali, Rashid Iqbal, Prof Mumtaz Muhammad Islam, Janat Bibi, Muhammad Aslam Yasin, Muhammad Aslam Iqbal and others.
Two lawyers, including Supreme Court Advocate Chaudhry Muhammad Shaif and Lahore High Court Advocate Rana Riaz Ahmed Khan presented the victims’ case before the judge.
The Anti-Corruption Department arrested Baig on Tuesday in the fraud case involving Rs 1 billion – the money that had been looted from 4,500 national and overseas Pakistanis in the name of a housing colony.
Baig is the former principal of Government College Township, former chairman of the Rawalpindi Education Board and currently employed as professor in the Shalimar College, Lahore. Anti-Corruption Department Inspector Rana Fawad arrested Dr Iftikhar from the MAO College where he had been invited as chief guest for a sports ceremony. He was arrested on a tip-off from some of the victims of the scam.
According to documents available with Daily Times, Dr Iftikhar was arrested eight months after the Punjab chief minister had ordered transfer of the case from Rawalpindi to Lahore, and directed the authorities to arrest the culprit within “three days”.
FIR no 17/11 had been registered against the accused in Rawalpindi under section 420/468 on June 11, 2011. Raja Abbas Ali had registered the FIR through the chief minister. The case was later shifted to Lahore on the request of the complainants.
According to the FIR, Dr Iftikhar and his accomplices had launched a fraudulent housing scheme, namely Education City, over 4,000 kanals of land on Fateh Jang Road near the Islamabad airport. They launched the project with the help of an NGO, Education Foundation, and around 4,500 people were deprived of Rs 1 billion.
Partners of Dr Iftikhar included MAO College’s Professor Syed Ishfaq Hussain Shah, former Finance Department employee Nazir Ahmed, Zubaida Baig, the wife of Dr Iftikhar, Lubna Tirmizi and Shamim Akhtar.
The accused launched the project and advertised it in the media, attracting Pakistani and overseas investors. Each victim of the scam had paid Rs 61,000 to the ‘owners’ of the Education City Rs 50,000 in advance, Rs 1,000 as a membership fee and Rs 10,000 in commission.
The officials from Anti-Corruption Department said that Baig’s physical remand would allow them to procure important information that could lead to the arrest of other accused persons. It is noteworthy that the victims already managed to freeze an account having Rs 120 million under the name of the prime accused of the scandal.

Pakistan Development News : Muslim town flyover: Deadline looms but only one bridge ready

LAHORE: Chief Minister (CM) Shahbaz Sharif’s deadline of March 22nd for the Communication and Works (C&W) Department to complete the Muslim Town Flyover will not be met. The CM might be able to inaugurate only one bridge of the flyover on March 23rd as work on the second bridge and its additional ramp is still continuing.

Work on the Muslim Town Flyover began on September 20, 2011 and was originally scheduled to be completed on May 30, 2012.

Sharif, however, changed the deadline and told the C&W Department and the National Logistics Cell to complete the flyover by March 20, so he could inaugurate it on March 23rd, on the eve of Pakistan Day (the Kalma Chowk flyover was inaugurated on last independence day).

C&W Department secretary Azam Suleman had told Sharif that the complexity and size of the flyover project made the deadline unrealistic but the CM did not budge from his demand.

“We are trying to open Bridge 1 (heading from Ichhra towards Gaddafi Stadium) for traffic by March 23rd,” said Sabir Khan, the project director. He did not have a completion date for Bridge 2 (from Gadaffi Stadium to Ichhra). “We missed the deadline but are close to completing the work. This project is 2.5 times larger than the Kalma Chowk one,” he said. He added that the CM was satisfied with the speed and quality of work.

The project director said the Muslim Town flyover was also more complex than Kalma Chowk flyover in its design and on account of an additional ramp leading to Wahdat Road (from Bridge 2).

The estimated cost of the project was Rs3.5 billion. Khan said they had not added up the costs as yet but he was sure that work would be completed within the approved budget.

The recommended speed of vehicles on the flyover is 60 km/hour. The total length of the flyover is 2,587 metres (m). Bridge 1 is 963m in length, Bridge 2 is 1,324m long and the ramp leading to Wahdat Road is 301m. Both bridges are three lanes, the Wahdat Road ramp, however, is two-lanes. A seven to 10m special corridor has been left between the flyovers for the upcoming Bus Rapid Transportation System (BRTS).

The number of spans used for the flyovers is 60. The length of the ramp on each side is 145m.

The width of the bridges is 11m each while the Wahdat Road ramp is 8m wide, 244 piles of 1.2m diametre have been used for foundation. There are 57 piers in the entire flyover.
