Call to freeze housing finance to single digit

LAHORE: The government must freeze the housing sector finance for at least 10 years into single digit to promote the construction industry and to meet the country’s housing demands.

Participants in the Jang Economic Session on the ‘Role of Housing Sector in National Economy’ added the country needs 0.5 million units per annum and only 0.2 million houses were being constructed. The moot was held here on Tuesday.

The participants were Habib Ahmed, MD Habib Rafiq Group, Chairman Punjab Land Development Company (PLDC) Sheikh Allauddin, Engineer Akbar Sheikh Zamin, developer Mian Tahir Javeed, Chairman Urban Developers Irfan Qaiser Sheikh, former Chairman PIAF and Main Fazal Ahmed, President Engineers Study Forum. The session was jointly hosted by Sikindar Hameed Lodhi and Intikhab Tariq.

Habib Ahmed said construction industry ran 40 other industries at parallel, which created real economic activity in the country. He stressed the need to promote vertical housing construction, which was relatively cheaper as compared to traditional housing units. He called for the implementation of Housing Policy 2001 approved by the cabinet. He also suggested introduction of modern technology in housing construction, which was used all over the world, which was also helpful in promoting the construction industry. He said the government developed mortgage industry as well, with at least 10 to 15 years single digit frozen mark-up rate.

Sheikh Allauddin said that there was no urban limits of Lahore. One developer made a housing scheme 60-km away from Lahore with a golf course and was calling it as within Lahore. He said if the government was sincere in giving houses to common man, then it must provide subsidies on constriction material. He said the government also introduced rules of constructing a house on a plot within a specific time period after which fine would be imposed on the plot holders. He said the PLDC has shifted the location of the Aashyana project while new applications would also be invited before balloting while over 19,000 applications were received. He said similar low cost housing projects would also be introduced in Jehlum, Sargodha and Faisalabad after completion of the Lahore project.

Akbar Sheikh said there was no department and database about the housing sector of Pakistan. He said the government collected up to 30 per cent revenue from construction spending and this construction industry was a cash cow for it. He said no developer was bringing any product for Rs 15,000 to 20,000 monthly income group people who could only pay maximum Rs 8,000 monthly for their housing unit. He said low cost housing projects were also not commercially sustainable in the absence of low mark-up rate housing finance in the country.

Mian Tahir Javeed said 80 per cent housing societies were developing without planning and approval of the authorities concerned, which caused problems for the government. He said these societies were developed without basic amenities of sewerage, water, electricity, gas and others due to which government expenses to provide facilities to public increased. He said the approved scheme developers paid for every amenity to the government due to which the cost of the price of land and housing units was unmatchable with unapproved societies. He said India had zero rated the housing sector for four years while in many parts of the western world zero rated financing facilities were available to it. He said construction cost was increased quickly in Pakistan and the government must develop a mechanism to control it for promotion of construction industry.

Irfan Qaiser said that world over, the housing sector was an indicator of growth and also played a vital role in economic growth. He said the construction sector not only creates job in developing and under developed economies but also in developed countries. He said monthly earning of both skill and unskilled labour construction industry could be doubled by providing with 6 to 12 months technical crash courses. He said reducing the anti dumping duties from the construction industry raw material could also promote this sector as locally produced raw material was costlier then the imported one. He said the government should promote vertical housing culture as in Singapore 81 per cent housing need was catered through apartments.

Mian Fazal Ahmed said that the government revisits the national housing policy according to modern needs and implements it as well. He said modernization of housing and construction sector could bring down the poverty and unemployment from country. He suggested Malaysian model.

Low income people to benefit from Ashiyana project: CM
LAHORE: Punjab Chief Minister Muhammad Shahbaz Sharif presided over a meeting of Board of Directors of Punjab Land Development Company (PLDC), here on Monday.

Chairman PLDC and Member Provincial Assembly Sh. Allauddin, Khawaja Imran Nazir MPA, Chairman Lahore Transport Company Khawaja Ahmad Hasaan, Senior Member Board of Revenue, Chairman Planning & Development, Secretaries of Finance, Housing, Communication & Works and senior officers concerned were present.

The meeting reviewed in detail the pace of progress of Ashiyana Housing Project for low-income people.

Addressing the meeting, the chief minister said that the Punjab government had launched Ashiyana Housing Project for the benefit of low-income people of the province and an autonomous company had been set up for this purpose.

He said that under the scheme, houses would be provided to low-income people at a reasonable rate and availability of all necessary facilities would be ensured in these residential schemes.

He said all residential schemes under Ashiyana Housing Project would be completed in a transparent manner and the houses would be allotted through balloting.

He said that special quota had been allocated for widows, orphans, disabled persons and families of martyrs in Ashiyana Housing Schemes.

He said that the scheme was a welfare project of the Punjab government and would translate the dream of low-income people of having their own house into reality.

He said that like other projects, transparency would be ensured at any cost in the project.

“Board of directors should select well-reputed companies for these projects which could execute these schemes within timeframe and ensure a high standard of construction” he added.

He added that besides Lahore, projects would also be implemented under the scheme in other districts of the province and suitable locations were being identified for this purpose.

He said that all out efforts would be made for early implementation of Ashiyana Housing Project and the board has complete authority to take any decision in this regard.

Chairman PLDC, Sh. Allauddin, while briefing the project informed that all residential schemes under Ashiyana Housing Project would be of the highest standard and all out basic facilities would be provided.

He said that a good location had been selected for the first Ashiyana Housing Project in Lahore which was close to the city and the Ring Road.

Quota for widows, orphans in Ashiyana: CM
PUNJAB Chief Minister Mian Shahbaz Sharif has said that the Punjab government has launched the Ashiyana Housing Project for the benefit of the low-income people of the province and autonomous company has been set up for the scheme.

He was presiding over a meeting of the Board of Directors of Punjab Land Development Company (PLDC) to review the progress of the housing project here on Monday.

Shahbaz said the Punjab government had launched Ashiyana Housing Project for the benefit of the low-income people of the province and an autonomous company had been set up for the purpose. He said that under the housing scheme, houses would be provided to low-income people at a reasonable rate along with availability of all facilities. Earlier, PLDC Chairman Sh. Allauddin gave a briefing on the housing project. Khawaja Imran Nazir MPA, Lahore Transport Company Chairman Khawaja Ahmad Hasaan, Senior Member Board of Revenue, Chairman Planning & Development, Secretaries of Finance, Housing, Communication & Works and senior officers concerned were also present.

Daanish schools: Shahbaz Sharif has said that aim of progress and prosperity can only be achieved through elimination of illiteracy and ignorance.

He was talking to parliamentarians from various districts who called on him here on Monday. Shahbaz said that only those nations had progressed which had given due importance to education and equipped their youth with modern knowledge. He said the government had set up Daanish schools to provide educational facilities to the poorest students of backward areas on a par with the developed areas.

Aashiyana housing scheme to be the best in country

Punjab Chief Minister, Shahbaz Sharif has said low-cost housing scheme ‘Aashiyana’ will be the first residential scheme where low-income people and labourers will have all basic facilities. “It will be the best housing schemes in the country,” he added. The chief minister was addressing the foundation stone laying ceremony of Link Road leading Aashiyana Housing Project here on Saturday.

The chief minister said he would personally monitor this project for the welfare of poor masses and ensure its early completion. “A comprehensive programme has been evolved for provision of residential facilities and generation of job opportunities in the first Aashiyana Housing Scheme at Suae Asal. Separate land has been specified for cottage industry so that the labourers could have job opportunities at the local level instead of going to Lahore or Kasur,” he added.

He said launching of low-cost housing scheme in the province was a revolutionary step of the government, which would fulfil the dream of poor people of having their own house. Aashiyana Housing Project would be the first residential scheme for the common man who would have not only have a great construction work but also schools, dispensaries, playgrounds for cricket, hockey and other sports as well as all necessary facilities.

He said 10 percent quota had been reserved for orphans, widows and families of martyrs in Aashiyana Housing Scheme and modalities have also been evolved for this purpose whereas remaining 90 percent houses would be given through transparent balloting. He also said in the first phase, 6000 houses would be constructed at Suae Asal within a year and 70,000 forms have been distributed so far for these houses.

“The foundation stone of the Link Road to Aashiyana Housing Project has been laid and the widening and improvement work of this 17 km long road from Suae Asal to Raiwind will be started from December 26, 2010. The construction of the road will result in provision of modern communication facilities to the residents. A high standard of construction work of the road would be ensured and besides installation of lights, tree plantation also be ensured,” he added.

The chief minister said that national resources on large scale were plundered in the name of development projects in the past and development projects became icons of corruption while the present government put an end to malpractices and transformed these schemes into public welfare projects in real sense.
