Pakistan Development News: Parking Plaza at Fawara Chowk made operational

Finally the Parking Plaza constructed by the Rawalpindi Development Authority (RDA) at main Fawara Chowk has been made operational for parking of vehicles.

Work on this mega project was initiated last year and it was to be completed by the end of the fiscal year June 2011. However, due to some reasons including non-availability of funds, the completion process was extended till December last. The RDA had also awarded the contract to the private party after clearing all dues. However, the project which was to be inaugurated by the Punjab Chief Minister, Mian Shahbaz Sharif, on February 4 this year, on the great demand of the public has been made operational for all kind of vehicles.

While launching the operation of Parking Plaza, RDA also shifted back the Suzuki stands on this site. The basement has been spared for transporters to park their vehicles like, yellow cabs, coasters and Suzuki Pick-ups plying on different routes in the city. While vehicles like cars would be accommodated on ground and first floor.

While generating revenue worth Rs15 million annually through it, RDA would start working on implementation of second phase, which include construction of additional four storeys. Initially, the components of the project included construction of shopping centre besides the parking lot. However, the planned had to be changed with the passage of time due to reasons better known to the authorities themselves. Before enforcing this plan, RDA had decided to convert old site of RMC, Jinnah Road, into parking lot which was opposed by the Tehsil Municipal Corporation, Rawal Town, on the grounds that the property belonged to it.

The main objective behind implementation of RDA Parking Plaza was to resolve traffic jams on Liaquat Road, Jinnah Road and at Fawara Chowk.

According to the RDA spokesman, as the project has started functioning, no one would be allowed to park vehicle on roadsides at Liaquat Road, Jinnah Road or Raja Bazaar. As many as 400 vehicles could be parked at one time in the space of new Parking Plaza which is an achievement of RDA which completed it through its self generated funds, the spokesman added

RAWALPINDI: Rawalpindi Development Authority (RDA) has finalised arrangements for the opening of a parking plaza near Fowara Chowk to ease the flow of traffic in and around Raja Bazaar. The total area of the plaza is four kanals, and it will have a capacity of at least 1,000 vehicles. An RDA spokesman told APP that the plaza would be opened for general public on January 15. He added that Rs 1.5 billion had been spent on theplaza and said that it would facilitate both traders and customers of adjacent bazaars. Younas, a commuter, said that a single parking plaza would not overcome the shortage of parking space in the city and other similar projects were necessary.

Rawalpindi Development News :CM seeks report from RDA ‘for not starting work on the project.

Punjab Chief Minister Mian Shahbaz Sharif has sought a report from the Rawalpindi Development Authority (RDA) on the traffic control project regarding construction of two tunnels at Mareer Chowk.

He has asked the RDA why work on the project has not yet been started despite provision of funds under the special development package, PML-N MNA Malik Shakil Awan told ‘The News’ on Tuesday.

Shakil Awan said that the chief minister had allocated a development package of Rs2 billion for the Rawalpindi City under which many schemes, including roadwork, waterworks and beautification of Rawalpindi, were to be carried out. The work on some traffic control projects like the flyover from Chandni Chowk to Sixth Road is in progress. However construction of two tunnels, starting from ‘The News’ office to Mareer Chowk and Kutchery Chowk has not yet been started by the RDA.

“During my recent meeting with the Punjab chief minister at Lahore along with MPA Sheharyar Riaz, we discussed development schemes on which work is in progress. The matter of construction of two tunnels also came under discussion. Mian Shahbaz Sharif expressed his deep concern over the non-initiation of work on tunnels for smooth traffic flow. He has sought a report from the RDA why the work on the project has not been started despite provision of funds. The report will be submitted to the chief minister within a week,” he said.

Shakil Awan said that the total cost of two tunnels is Rs720 million. In the first phase, work on one tunnel would be started from Mareer Chowk to Katchery Chowk with a cost of Rs360 million. The completion period of the project is 90 days, he stated. The second tunnel would be built from Mareer Chowk to Committee Chowk by the end of next fiscal year. All development works would be completed in Rawalpindi City before the next general elections, he added.

“We will not ask people to vote for us, but it will be they who will cast votes in our favour again in the next general elections because of our performance,” he claimed. On the other hand, RDA Deputy Director Mohammad Umar expressed his unawareness about the matter regarding any report sought by the Punjab chief minister on the construction of tunnels at Mareer chowk . He, however, said that the RDA has already submitted the PC-1 of the project to the Planning and Development Commission for its review and consideration. The cost of the tunnel would be Rs350 million and only one tunnel would be constructed from Mareer Chowk to Kutchery Chowk. Two additional tunnels would be built under the main tunnel, he informed.

RDA Director General Chaudhry Naseer Ahmed, when contacted by ‘The News,’ denied the claims of MNA Malik Shakil Awan that Punjab Chief Minister Mian Shahbaz Sharif has directed the RDA to submit a report on the tunnel project. “We have not received orders in this regard,” he stated. The report might have been sought from the Highway Department by the Punjab government, he added.

PC for establishing land privatisation commission: releasing state-owned land for commercial purposes
ISLAMABAD (February 08, 2011) : The Planning Commission (PC) has proposed a land privatisation commission to release all the unproductive land owned by the state for commercial purposes. In its paper titled ‘new growth framework, it proposed that the government ownership of city-centre land needed to be reduced to strengthen the decentralisation to allow city planners adequate control over their land and resources.

The government ownership is retarding growth, therefore, land banks at provincial level be set up to release idle state-owned land in favour of dense mixed use places to encourage public-private partnerships. The current state of cities in Pakistan is abysmal and urban population is escalating at a rapid rate of 3 percent with the existing urban population of 60 million (36% of the total population).

The city dwellers do not have much say in the running of the city. But a great deal of involvement by the government bodies is apparent in taking managerial and administrative decisions. The prevalent confusion regarding how modern cities should be governed is growing acute. The lack of affordable space and poor commercial laws has hindered the growth of cities.

There is need that all legislative bodies must review rent laws and remove clauses which unjustifiably favour tenants and restrict the functioning of the rental market, zoning laws should be improved and made transparent and modernise land registration system by electronically recording all transfers of land title in a centralised data base.

Housing information system should be established to provide data on housing demand and supply from the district level to the national level. It should also include Housing Price Index and Housing Access Index with the assistance of the Federal Bureau of Statistics. A regulatory body must also be established for property dealers to register themselves officially. Relax zoning and building regulations to enable dense development of housing and vertical expansion.

There is a need to reduce cost of construction by encouraging foreign developers to compete in the Pakistani market and facilitate research and development in low cost and energy efficient construction techniques. Increase access to housing finance through sound foreclosure laws and computerised credit information. Curtail growth of Katchi Abadis by using market based solutions to produce low income housing. The above stated issues need immediate reform efforts so that appropriate economic geography can help Pakistan grow better, the paper added.

CM for expediting model village work

LAHORE – Chief Minister Muhammad Shahbaz Sharif on Thursday presided over a meeting to review the pace of construction of model villages initiated in the flood affected areas. Senior Advisor Sardar Zulfiqar Ali Khan Khosa, MPAs Hafiz Mian Nauman and Khawaja Salman Rafique, Senior Member Board of Revenue, Secretary Local Government, Director General Provincial Disaster Management Authority and Chief Executive Officer Punjab Rural Support Programme were present.
The CM said the Punjab government had decided to set up model villages for affectees in the flood-hit areas and the construction work of these villages was being carried out expeditiously. “Model villages are being constructed from this money and transparent utilization of every penny is being ensured,” he added.
DG Provincial Disaster Management Authority Khalid Sherdil briefed the meeting, and donors were constructing seven thousand houses in 64 model villages whereas Punjab government was constructing 3860 houses in 36 villages. SMBR Akhlaq Ahmad Tarrar gave details of construction of model villages in the province.
